The Council of Europe is the oldest intergovernmental organisation in Europe and brings together the largest number of European countries : 46 Members States representing 700 million Europeans. While it is totally independent from the European Union, the two entities do collaborate in certain fields. The 27 Member States of the European Union are all members of the Council of Europe. The Council of Europe principally aims to defend human rights and parliamentary democracy. The organisation is composed of two bodies: the Committee of Ministers and the Parliamentary Assembly, as well as three institutions: the European Court of Human Rights, the Commissioner for Human Rights and the Congress of Local and Regional Authorities. The Secretary General of the Council of Europe has the overall responsibility for the activities of the organisation.
